65 Seat Bolt I Bolts

OK all of you 65 experts. My 65 has a seat bealt i-bolt all most centered in floor behind the drivers seat. The i-bolt is excatly the same forged i-bolt that is used for the seat belts and axle cables. Can anyone tell me why it's there? I know the simple answer is because someone put it there but these bolts you just don't buy them at your local hardware. Anyone know?

My 66 does not have them. It also does not have shoulder belts. Don’t know positively but I would guess it would be a good attach point for a shoulder harness?

It was probably to connect shoulder straps to.
